Taba Muj adjudged 2nd runner up in Mr NE India contest

ITANAGAR, May 13: Taba Muj of Arunachal Pradesh was adjudged second runner up in Mr. Northeast India Contest organized by D SUNZ in Guwahati on May 11. He also won the sub-title Mr Personality.

Angshuman A Das of Assam won the Title and Az Julfi Shaikh, also from Assam was adjudged the first 1st runner up.

Muj is the son of Taba Gello and Taba Yallang of Upper Tubung village of Balijan in Papum Pare distirct.  Earlier, he won the Mr. Arunacahal title in 2010 - 2011.

A total of 21 contestants from various Northeast states participated in the contest.

Oshley Joram and Tsering Droima Komu represented Arunachal Pradesh in the Miss Northeast India-- 2013 contest held in the same venue. However, they were eliminated from top 10.

 

One dies in road accident, APPBn bus detained

RUKSIN, May 13: An Arunachal Police Battalion (APPBn) bus has been detained and driver arrested by Dhemaji Police after a motorcyclist was allegedly hit and killed by the bus.

The incident occurred when one of the five buses carrying APPBn jawans from Dergaon Police Training Centre to Likabali hit the biker from backside at Bhojugaon portion of NH-52 between Jiyadhal and Dhemaji town at about 10.30 am, Dhemaji Police said.

The deceased has been identified as one Rajeev Gogoi (45) of Naruathan under Dhemaji police station.

The bus bearing registration number AR-01 E/8511 in presently in Dhemaji Police custody and the arrested driver was remanded to judicial custody.

A case (no- 151/2013) has been registered under section 279/304 (A)/ 427 IPC after police received an FIR from the victim’s family, police said.

Various sections of local people led by the students’ union today blocked NH 52 at Dhemaji town demanding immediate arrest of the killer driver. Arunachal Police sources said the jawans were being sent to different parts of West Siang district on election duty.

 

Union appeals for fire stations

ITANAGAR, May 13: The Anjaw District Students Union (ADSU) has appealed for establishment of fire station in the district. Citing various incidents of fire which has caused heavy loss, the union said absence of fire station is giving sleepless nights to the citizen.

The union especially sought establishment of fire station at Hayuliang and Hawai town. “These two towns are expanding and markets are growing in number. The big markets are susceptible to the fire. There is urgent need to set up fire station to cater to the needs,” the ADSU said. Meanwhile union appreciated army fire brigade team based nearby Hayuliang for extending help during May 8th fire incident at Hayuliang market.

 

CBSE training workshop for teachers

ITANAGAR, May 13: To strengthen the implementation of Continuous and Comprehensive Evaluation in schools, the C.B.S.E., New Delhi has conducted a workshop for teachers of C.B.S.E. affiliated schools at Donyi Polo Vidya Bhawan on 11th May.   The workshop was attended by a total of 150  teachers of various C.B.S.E. schools from all over north-east.

 

Ruksin gearing up for panchayat poll

RUKSIN, May 13: Preparations are almost complete to hold panchayat election in Ruksin Sub-division under East Siang district.

Training for presiding and polling officers, collection of ballot papers and other preparations are almost complete, official sources informed. The election department today conducted a coordination meeting with the presiding officers, polling officers and leader of political parties and contesting candidates besides police officials and magistrates of the sub-division at SDO office conference hall.

The meeting held in presence of the RO and three concerning AROs discussed on Model code of Conduct’ and urged the concerned not to violate it at any situation.

Concluding the meeting, RO Y Tayeng appealed all sections to cooperate the election department to conduct free and fair election. He also requested them to restrain peace during the post poll duration in order to count the votes peacefully.

 

Veterinary dept. mourns death of its staff

ITANAGAR, May 13: The officers and staff of the office of Deputy Director, Composite Livestock Farm and Directorate of Animal Husbandry, Veterinary & Dairy Development, Government of Arunachal Pradesh have condoled the untimely demise of K K Talukdar, assistant veterinarian, who died in a tragic road accident along NH-52, near PTC, Banderdewa, on 11th May. His motorbike was hit by a speeding truck from the backside.

Late Talukdar was born on 1st January 1960. He joined the department as Veterinary Field Assistant in the year 1984 and was subsequently promoted to post of assistant veterinarian. Presently he was posted at Composite Livestock Farm, Nirjuli. He is survived by his wife, a son and daughter. The officers and staff members observed 2 minutes silence to pray for the eternal peace of the departed soul and to bestow strength to the bereaved family to bear the irreparable loss at this hour of grief.

State readies for Panchayat election

ITANAGAR, May 13: As the   voting  day is nearing, almost  all the districts have completed their preparation   for  PR elections in the state.

The preparation for Panchayat election in Changlang district has been completed.  The polling party along with security personnel have been deployed to conduct free and fair election. The voters on election duty were allowed to exercise their franchise at RO’s office on 12th and 13th before leaving for their respective designated polling stations.

Presiding over the third and final training held on 12th of this month at DIET Auditorium, MC Roy, ADC cum RO, appealed all to update themselves with election procedures. He urged all the officers to get acquaint with the presiding officer hand book and accept election duty as a challenge. It is worth mentioning that, out of eleven ZPMs, the Miao and Kharsang ZPM got elected unopposed. Being disturbed area twenty four polling stations has been declared hyper sensitive and forty as sensitive in the district. The inclement weather condition is posing big hurdle for the polling team to reach to their designated stations especially those located near Indo-Myanmar Border.

Aalo: “Election  being always sensitive  needs careful handling and repeated trainings imparted to presiding and polling officers in various parts of the district is meant to refresh the knowledge and dispel doubts and confusions among the election related officers”, said West Siang District Election Officer M K Sahoo while chairing the Final Leg of Training to all Presiding and First Polling Officers at DC Conference Hall today. Exhorting the officers to equip themselves with sufficient knowledge and wisdom from the training, he said that success or shortcomings will largely depend on the officers deputed for the election duties and urged them to come up with serious commitment to conduct the election successfully.

The master trainer Henrik Basar who have trained the presiding and polling officers at various parts of the district, dwelt at length on handling of ballot box, sealing and other Do and Don’ts.

Yingkiong: The third and final phase of election training to the presiding/ polling officials of the Upper Siang district in connection with the ensuing Panchayat Poll slated on 16 May was held here at the Tourist Hall Yingkiong. The training was conducted under the supervision of the ADC-cum_DPDO, Rajesh Panyang. The resource persons comprising Dr. K.Dai DMO, Dr. A Miyu DTO, BS Serawat ST imparted the training. ADC Rajesh Panyang instructed the officers, officials to discharge their duties and responsibilities sincerely and strictly as per the Election Commissions guidelines. Among others, the officers comprising Tapik Pertin SDO, T Tatak CO, Jengging, Toni Mitkong CO and John Modi Co attended the training.

ROING: Lower Dibang Valley district is all set to go for Panchayat Polls. Four polling teams along with police personnel left here for Desali, Mitaka, Jamupani and Donli polling stations under Hunli-Desali Anchal Samiti of Desali circle today morning. Security personnel for Dambuk Sub-Division also left this morning.

Election will be conducted in all 60 polling stations of the district. A total of 17 candidates in Zilla Parishad, 99 candidates in Anchal Samity and 163 candidates in Gram Panchayat are in fray for election.

PASIGHAT: “There ought to be a conducive atmosphere and citizens have to agree on the conditions under which elections would be held, Stated DEO Rajesh Kumar Mishra today. The DEO also  advised the magistrates to visit all the polling stations situated within the area assigned to them keeping a close watch on the emerging law and order situation and in case of any short comings, they will get full cooperation from the administration and police authority. Mishra while giving tips on how to defuse tension, advised to maintain complete diplomacy and convincing power using all past experiences on the ethical values of the candidates, on the respect for the freedom of choice of all citizens, and not on any form of moral pressure or intimidation of political opponents or voters. Meanwhile, VED (voters on election duty) started casting their votes at the Panchayat Office under strict security and 3rd and final training of Presiding and Polling officers of Municipal election was held this morning in the DC’s conference hall. DIPROs

Former MLA opposes reservation of Chief Councillor Chair for woman

ITANAGAR, May 13: Former Itanagar MLA Kipa Babu has urged the state Govt to cancel the notification reserving the office of the Chief Councilor for woman councillor under Itanagar Municipality.

In a representation  submitted to the Chief Minister, Babu and two others said that the chief councillor chair was reserved for woman  (vide Notification No. DC/ICC/ME/10/2013 dated 07.05.13) in violation of Section-23 (l) of the Arunachal Pradesh Municipal Act’ 2007. It said the reservation policy is against the public interest and requires immediate rectification.

As per Section-23 sub-section 1 of the Arunachal Pradesh Municipal Act’ 2007, one of the elected Councillors shall be elected as the Chief Councilor in the first meeting who shall assume office  forthwith after taking the oath of secrecy as per provision of Section-24 of  the said Act, the  representation maintained.

Pointing out various other sections of the Arunachal Pradesh Municipal Act’ 2007 in favour of its demand, the  citizens trio further  said  that “the draw of lot conducted by the Board Members and decision to fill up the office of the Chief Councillor from women is against the provision of the Arunachal Pradesh Municipal Act’2007 because the reservation/allotment of seats could have done just after issue of Election Notification and before filing nomination papers. However, in the present case, the reservation of seats/allotment of seats have been done after expiry of last date of withdraw of the nomination papers when the electioneering is in full swing which is gross violation of the provision of Arunachal Pradesh Municipal Act’2007, the representation added.  Such notification will deprive the duly elected Councillors to become Chief Councillor and hence requires cancellation for interest of the elected Councillors, they justified.

 

 

Lohit DDMA gears up for monsoon havoc

ITANAGAR, May 13: The District Disaster Management Agency (DDMA), Lohit under the chairmanship of Deputy Commissioner RK Sharma on 8th May held meeting for its member. The representatives of army, BRO, ITBP, CRPF and head of the departments attended the meeting. The main motto of meeting was to review flood preparedness of the district and updating of district disaster management plan.

Addressing the meeting, the chairman informed the members present regarding disaster management activities of the district and state government with special focus on natural calamities and its mitigation.

Recalling the disastrous flood of September 2012 which created havoc in the district, the DC appreciated the service rendered by the Army, BRO, paramilitary and civil police during the search and rescue operation launched by the DDMA, Lohit at that time. He exhorted team to have similar spirit and dedication in the future to cope with such natural calamities. Further the DC suggested all the departments to appoint a nodal offer for disaster management and submit the name with contact numbers to the DM cell who will liaise with the DDMA during the disaster situation.

A District Disaster Management Plan was also circulated to all the members and the chairman called upon them to go through the plan and submit comments and suggestions within a week so that it can be incorporated in the updated DM plan for 2013. Besides, all the departments were directed to prepare a flood contingency plan of their respective departments.

The meeting stressed that as flood is a regular phenomenon in the district, hence all departments like Food & Civil supplies, PHED, Medical, Water Resources are suggested to be pro active and remain prepared. The DDMA Lohit also decided to launch Disaster Awareness Campaign in all schools and villages under the National School Safety Programme (NSSP). Keeping in view the fire and strong storm hazard affecting the district every year, the DC appealed all the HoDs to make their staff and family aware of the fire hazards and its dos and don’ts. Major K.N Mahesh Unni, GSO-2(int), Hq 82 Mountain Brigade emphasized on more coordination between civil administration and military to mitigate the losses due to natural calamities. He informed that the army is also closely monitoring the water level of all major rivers in the district. (DIPRO)  

 

 

Let the Airport come up in Papum Pare’

ITANAGAR, May 13: Expressing dissatisfaction over the repeated objection to the construction of Greenfield Airport Project within Papum Pare district  pertaining to selection of project site, the Forum for Establishment of Greenfield Airport at Papum Pare District (FEGFAPPD) said that objection raised by Banderdewa Intellectual Forum and All Arunachal  Pradesh Students Union against the proposed  ‘final feasible site at Hollongi is against the project interest because the project comes up only in Papum Pare district.’  Referring to the RTI documents, the FEGFAPPD claimed that the Techno-Economic Feasibility report of the Airports Authority of India  (AAI) had  pointed out lots of  constraints and difficulties that will have to be overcome in construction of airport at Karsingsa-Banderdewa. The cost of cutting, filling and leveling the hillock alone will cost 3/4th of the project costs (Rs 414 crore as per 2008 DPR), the Forum said adding the Public Investment Board (PIB) who is the sanctioning authority of such huge project had also objected the Karsingsa-Banderdewa site in its meeting on 25th March 2009 after submission of the Techno-Economic Feasibility report citing 3/4th of the project cost being earth cutting which will also disturb the fragile environment at this massive earth work and had also suggested to explore the alternate site other than Karsingsa.

The Forum claimed,  the air clearance issued by the ministry of defense clearly also indicates that it will be subject to Visual Flight Rules (VFR) -- it will have limited operation during bad weather condition. The Karsingsa airport will be appropriate for small plane like 35-45-seater and not for aircraft like Boeing or airbus,” the Forum added.

On the other hand, the comparative statement prepared by the technical committee of AAI clearly favours the Hollongi site as the best location for airport with future expansion provision too, the FEGFAPPD observed adding “construction cost of  the project also having more than  500-600 crores”. It wonders, why some organizations are opposing the Hollongi site !

While pointing out the PIL filed at HC against the shifting of airport  project from Karsingsa to Hollongi and subsequent order of the Court to maintain status quo on airport issue, the FEGFAPPD requested the organizations to refrain from  ventilating their ire on the airport issue and live it up to the Court and on the suitability of the site on the basis of technical recommendation so that airport may come up quickly in Papum Pare district.

Expressing concern over the repeated hindrance in construction of important projects, be it railways or highways in Papum Pare district,   the Forum also requested the Apex student body to refrain from opposing the establishment of airport. They should concentrate more on student welfare activities in the state and not on the developmental projects which is a government’s concern, the Forum added.

Meanwhile, in an important turn of event, the FEGFAPPD came out with a shocking exposure that the proposed airport site at Karsingsa  has been encroached by local people and massive earth cutting and construction  activities  are going on inside  the site earmarked for Airport at Karsingsa.

In its recent visit to the earlier proposed airport site at Karsingsa,  a team of  Forum for Establishment of Greenfield Airport at Papum Pare District  found that foundation stones laid by then Union Minister Shirvaj Patil for airport remains as shamble and many dwelling houses had already come up in the entire project site.  And the remaining areas have been converted into jhumming cultivation, it claimed.  The Forum further alleged that lot of people in groups are still settling down there  only to claim compensation if the project comes up at Karsingsa site.

On the other hand, the  Forum said, land on  the left side of NH 52-A in the earmarked approach road on the way to Banderdewa had been purchased by the top bureaucrats and politicians  during 2006-2009 with anticipation to commercialization of the area if airports come up.

 The Forum requested the state government to evict all those illegal  settlers inside the  proposed airport sites at Karsingsa-Banderdewa because,  according to Forum,  the site was de-reserved for airport project  from the erstwhile Durpong RF and  not for the settlement of these people.

“The de-reserved land can be  used for alternate project if airport does not come up there,” the FEGFAPPD  maintained. It requested the authorities to evict illegal settlers within two months  in order to avoid any democratic movement.

 

 

Arms License Computerization’ training cum workshop held

ANINI, May 13: Training cum workshop on arms license computerization for the officers and officials of judicial branch and other administrative staff was conducted by a team comprising network engineers led by DIO Rajendra Prasad at NIC here today.

Addressing the trainees, DIO Prasad elaborated on computerization of arms license—one of the projects of National e- Governance Plan. The project will facilitate creation of arms license holder database for NPB licenses, arms and ammunition manufacturers’ database, arms and ammunition dealers’ database, generation of all types of licenses provided for under the Arms Rules, work flow automation of the licensing authorities, police verification and interfacing with criminal database of NCRB, issuance of arms licenses in a secure form with security features to minimize duplication, he said.

He further informed that data entry of the arms in regards to Dibang Valley district will be completed within this month.

Online, mock data entry was also done during the training session for better understanding of the technical know-how of the project.

Earlier, speaking on the occasion, Bupai Puroik, EAC (Jud) urged the trainees to derive maximum benefit from the training as the project has to be dealt by the judicial branch only. Puroik lauded Prasad and his team for taking all pain to conduct the training despite their busy schedule due to the ensuing PR election.

He said that Dibang Valley would be the first district to implement this project of National e-Governance Plan.

Besides the trainees, the programme was also attended by Rinchin Tsetim Khom, DIPRO, CW Chautang, DPO, Pema Dorjee, FAO and Norbu Tayeng, HDO.

According to Ministry of Home Affairs, Govt. of India has decided to create a National Data Base of Arms Licenses. Therefore, creation of Unique Number for all the existing and new licensees is compulsory under the plan. No arms license shall be considered valid from October 1, 2015 without the said Unique Number. DIPRO

Price of social work

Dear Editor,

Day before yesterday at around 6.30 to 7 PM a person who was driving I 10 [Silver colour] car got stuck on the road near hotel Blue pine, Itanagar and subsequently blocked the main road. He was new driver and was not able to handle his car. As there was traffic jam because of his car, he approached me to help him as he did not know properly how to operate back gear. I got into driver seat and helped him. While driving his car I kept my money purse on the left side of seat. However, after taking the aforesaid vehicle to the safer side I came out but unfortunately I forgot to take back my money pursue from the vehicle. It is my heartiest request/appeal to the said person on good faith I have helped him and he should kindly return my money purse which contained ATM Card, Pan Card along with an amount of Rs. 50.000/- (Fifty Thousand ) only or he may kindly be deposit at Police Station.

Officer as beverage dealer

Dear Editor,

Shame to the officers in the land of Rising Sun (Arunachal). Your participation and education should be much higher than today’s dirty politics. It is your hard work and clean status that we younger generation aspire to be. But your political interest and your contribution to that cause is not towards civic and moral values that the society demands.

So please do not entertain yourself becoming the drain of bear, rum, whiskey and other drinks. Your tempting motive makes us inherit frustration and uselessness and by this you are acting worst than our visionless politician. Let atleast, this Panchayat election be won on the background of moral conduct and also let the students be free from unwanted motivation and allow us to have happy vacation.

Corruption is hindrance for development

Dear Editor,

Through the column of your esteemed daily I would like to draw the attention towards the growing corruption which is hindering the development of our state. As a concerned student and citizen of this state I would like to know, what is the cause of delay in the disbursing of scholarships of state exams like NMMSE & NTSE? The scholarships which are to be given right after the declaration of result are delayed even for years. Students of our state get much less stipend than what student of other state get, that too with much delay. Why so? Is not this corruption, that too in the field of education?

Central government does provide funds for road construction and management of state for development, but where are those? Almost 90% of the funds go inside the pocket of the corrupted people. Development seems too far from our eye sight! This is one of the reasons that our state is lacking behind in development as compared to other state. The situation of Arunachal Pradesh is now like RICH PEOPLE GETS RICHER AND THE POOR GETS POORER. It would not be long when Arunachal Pradesh will be the most corrupted state in India or in the world.

This is in regards to your news item published on 8th May about 3 Tirap students qualifying for advance IIT JEE. I congratulate Dr Sachin Shinde DC Tirap for his constant effort towards betterment of the students of Tirap .The energetic activities took up DC inspite of adverse atmosphere for people of Tirap is appreciable. Especially anti-opium drive and de-addiction camp being held is great initiative. Such activities should be recognized and encouraged by Govt. of Arunachal to prevent addiction to opium and other drugs in our state.

Global warming to hit half of plants

Current carbon emission trends indicate that more than half of common plant and a third of  animal species may see their living space halved by 2080, says a study released on Sunday.

These figures take into account the ability of animal species to migrate into habitats that  may open up as a result of warming.

Because of man-made greenhouse gases, the planet is likely to get warmer by four degrees  Celsius by 2100 compared to pre-industrial 18th century, it said. The unprecedented speed of  warming will prove to be a shock for many species and play havoc with the climatic range in  which they can live.

Investigators from Britain's University of East Anglia looked at 48,786 species and measured  how their range would be affected according to models of carbon dioxide (CO2) emissions. The  most imperiled species are amphibians, plants and reptiles particularly in Sub-Saharan  Africa, Central America, Amazonia and Australia.

Lead researcher Rachel Warren said the estimates "are probably conservative" as they were  based only on the impact of rising global temperatures. Other symptoms of climate change --  storms, droughts, floods and pests, for instance -- would amplify the problem. "Animals in  particular may decline more as our predictions will be compounded by a loss of food from  plants."

"There will also be a knock-on effect for humans because these species are important for  things like water and air purification, flood control, nutrient cycling and eco-tourism."  The study, published in Nature Climate Change, however, pointed to a ray of light. “If  carbon emissions peak in 2016 -- and decline by three to four per cent annually thereafter  -- this would limit 2100 warming to 2 C (3.6 F), avoiding around 60 per cent of the  projected impact from business-as-usual emissions.”
